Typically, these contained sets are not available in retail with the main selling points of Value Packs is the inclusion of an exclusive model and a lower price when compared to individual purchases of the same sets.
2004 LEGO Sets
2004 was a pivotal recovery year following financial losses in 2003. LEGO updated its color palette, introducing light nougat for licensed minifigures and brighter grays and browns.
