Because of the rarity of this hard to find set the current estimated value of $425.17 might actually be much lower than the true value, assuming this set can be found for sale.Because Passenger Coach is a very old set from 1978, finding it in a sealed and good condition might be difficult thus making the true value even that much higher.

“The Lego 164 Passenger Coach Is the first Lego train to allow the entry of a Lego minifigure. What I mean by this is, the passenger wagons finally have a purpose that purpose is to transport your minifigure from point A to point B. The Set included 148 pieces, and of those... About Trains 4.5V / 12V

In 1972 LEGO released the 4.5V and 12V train sets as part of the Blue Era which was named because of the rail color. These train sets used additional conductor rails mounted between the standard 4.5V rails and 12V motors contained in the same housings as the 4.5V motors, but with additional metal contacts attached to the bottom of the housings.

4.5V / 12V consists of 83 sets that ran from 1972 to 1986. As of today, 7750 Steam Engine with Tender is the most valuable 4.5V / 12V set with an estimated new/factory sealed value of $6,646.
