LEGO 8216 Turbo 1 is a Technic set released in 1997, containing 97 pieces. The model is a small open-wheel racer in a blue-and-white Team Octan color scheme, built with flexible tubing and four white 30.4 x 14 VR wheels and tires. It features front rack-and-pinion steering using a flexible rack driven by an 8-tooth pinion gear, with steering controlled by a wheel at the driver’s position. The set was part of the Tech Play range and also included instructions for an alternate vehicle that could be motorized with set 8720.

About Technic

TECHNIC is one of The LEGO Company's main lines based on creating detailed model machines and mechanical toys with specialized beams, axles, gears and connectors and primarily designed for older children and adults. The theme was first introduced as the Expert Builder series in 1977, but was officially renamed as TECHNIC in 1984.
