LEGO 1620-2 Chocolate Factory was a 236 piece Town exclusive set with 3 minifigs released in 1978. This was a promotional release along with the Dutch chocolate company Chocomel. It was only available in Holland and could be purchased with the collection of 3 Chocomel seals.

The set includes a crane system to load cargo into a truck, with stickers like the "Chocomel" sign on the factory and others that are rare and unique.
It was a Chocomel promotion in Holland. If the you collected three seals from the Chocomel bottles you could send away and purchase the set. "You will affix these seals to the savings coupon in this folder. With the full sticky savings coupon you step to your nearest LEGO retailer." - according to the Chocomel promotion.
