The set was only released only in Netherlands and was a promotional product for the Algemene Nederlandse Wielrijders Bond (ANWB).
The Royal Dutch Touring Club ANWB is a travelers' association in the Netherlands, supporting all modes of travel. It is responsible for traffic signs and signage on roads and trails.
The set is the same as 1589-2 Breakdown Assistance, Touring Club Schweiz Edition and was available in Switzerland.
The set, released in 1982, features three minifigures wearing uniforms with six buttons and two pockets, unique to a small number of sets.
It includes two emergency phone booths, a payphone, and a garage with a hinged chair designed for vehicle repair.
The vehicles in the set, including a truck labeled "Alarm Central," feature numerous stickers, many of which are rare and specific to the set.
Breakdown Assistance was designed by LEGO designer Steen Sig Andersen.
